@nechemia as you said NetFree has only control over pictures downloaded from the internet.
pictures on Adobe Photoshop Express come from the internet. the problem probably is that it was downloaded while the program was installed before NetFree was installed.

So I would suggest to uninstall the program (maybe you will need to do kind of a hard uninstalled to wipe all cached data) then reinstall.
