Just tried again and I get the English page. Does it depend on your language preferences?
Go to chrome://settings/languages, do you have Hebrew listed first?

The defaults should be OK for most English speaking users.

This is a browser locality setting. You can change the forum language regardless of the browser's setting, in your forum settings page (http://en.forum.netfree.link/user/<username>/settings).

True but that doesn't apply to the registration page which you only get to before your user account has been created.
